SCORM Cloud alternatives for delivering content to clients

You have to guess your numbers upfront. With SCORM Cloud you pick a tier at the start of the month: a bundle of registrations, with a rate for anything above it. If your volume fluctuates, you adjust that plan yourself every month. Anyone delivering to the public sector, to large corporates, or from a portfolio where the client sets the pace simply cannot forecast that number. So you pick too high and pay for air, or too low and watch the bill climb. This is by far the most commonly cited reason to look further, and it is rarely about the size of the rate.

Your clients ask where the data sits. According to Rustici’s own infrastructure page, SCORM Cloud runs on Amazon Web Services, primarily from N. Virginia with failover to Oregon. No European region is documented. For anyone delivering to government, healthcare, education or public tenders, that is a recurring conversation.

You need more than dispatch. Individual dispatch files per course are a different thing from a client structure with licences, expiry dates, portals and per-client reporting. Rustici acknowledges this and positions Content Controller for it.

LTI is not a side issue for you. More platforms want a live LTI connection instead of a SCORM upload, which raises the question of which LTI version, with which services, and what happens when vendor and platform are not on the same one.

If none of this describes you, there is little reason to switch. This list is for the people it does describe.

1. Linqur

Full disclosure: this is our own product. We wrote this page, so read this section with that in mind and verify the rest of the list yourself.

Linqur is a Dutch integration hub for e-learning. You load your SCORM packages and LTI tools once, then deliver them as a proxy wrapper (SCORM 1.2 or 2004), as a live LTI tool (1.1 or 1.3 Advantage, with AGS and NRPS), or as a Magic Link for people without an LMS. All three routes run on the same source, so one update is live for every client at once.

Strong at: LTI as a full delivery route, version conversion between LTI 1.1 and 1.3 in both directions, licences and reporting per client, hosting on servers in an independent Dutch data centre, ISO 27001 and ISO 9001, and a WooCommerce plug-in for selling from your own shop. Not for you if: you need cmi5 or AICC as a delivery format, want a built-in LRS, or need to run on-premise. Linqur does none of those three. Model: consumption per registration, an annual credit bundle, or Enterprise. Quoted per situation.

2. Content Controller (Rustici Software)

The heavier distribution product from the makers of SCORM Cloud, aimed at publishers and training providers moving one library to many client LMS platforms. Dispatch packages of roughly 12 KB, accounts per client, licence limits with expiry dates and renewals, version control with changelogs, multilingual variants of the same course, and since 2025 a Content Portal where clients collect their own content.

Strong at: the widest format range on this list (SCORM, AICC, cmi5, LTI 1.1 and 1.3, with LTI Advantage certification), per-client licence management, and a choice between SaaS, managed hosting and self-hosting. Watch out: it is a Rustici product. If you are looking for an alternative because you want to leave the vendor, this solves nothing. Pricing is not published, and hosting regions for the managed version are not documented anywhere. Model: not published, quote on request.

3. Rustici Engine with Dispatch (self-hosted)

Not a service but an engine you build into your own application, with Dispatch as the distribution module. Runs on your own servers, on the database and in the country of your choice, or through managed hosting.

Strong at: complete control over where the data sits and how it runs. Includes a conformant LRS for xAPI and cmi5. Watch out: this is a build project, not a subscription. You need development capacity to implement and maintain it. For a training provider without a development team this is almost always the most expensive route, even when the licence looks reasonable. Model: term licence with initial and annual costs, depending on deployment and learner volume. Amounts not published.

4. scormPROXY (WelcomeNext)

Spanish product, running since 2018, entirely focused on SCORM distribution with licence control. You create connectors per product and per client, assign licences with a duration and a count, and distribute them to the client LMS, to WordPress through shortcodes, or by email. Media such as PDF, MP3 and MP4 are converted to SCORM automatically.

Strong at: simplicity, published consumption pricing, a customer portal where your clients see their own reporting, and personal data stored in Germany according to the vendor. Watch out: LTI is deliberately not supported. WelcomeNext explicitly positions SCORM dispatch as an alternative to LTI. If your clients are on Moodle, Canvas or Brightspace and want a live connection, this is not your product. No ISO certification is documented, and according to their own About us page the content servers sit in Germany as well as the US, Brazil and Singapore. Model: consumption based, billed in arrears, pricing published.

5. SCORM Dispatch (Aptitec)

Small British product that does one thing: dispatch links for SCORM 1.2 and 2004, with permissions, expiry dates, revoking access and per-client reporting.

Strong at: clarity and a published pricing model with both monthly and annual plans. Watch out: LTI is not documented, nor is an LRS, and the site says nothing about data centre location. The company itself is based in the United Kingdom, which is a separate consideration in GDPR conversations since Brexit. Model: published, per licence per month or as an annual plan with overage.

6. Instancy iLCMS with dispatch module

A broader learning content management system in which dispatch is one of the modules. Supports SCORM 1.2 and 2004, plus xAPI and cmi5.

Strong at: if you were already looking for an LCMS and want distribution to external LMS platforms included, that saves you a vendor. Watch out: distribution is a component here, not the core product. LTI, hosting region and pricing are all undocumented. If you want a pure distribution solution, you are buying a lot of functionality you will not use. Model: not published.

What is not an alternative

To make your search shorter.

• LMS platforms such as TalentLMS, Docebo, Absorb or Cornerstone. They appear in almost every “SCORM Cloud alternatives” list, but they solve a different job. An LMS is where your learners sit, not where you deliver content out to your clients’ LMS platforms.
• Authoring tools such as Articulate, iSpring or Adobe Captivate. They produce your SCORM package. What you do with that package afterwards is exactly the question this list is about.
• OpenSCORM. Open source, flat monthly pricing, attractive if you want to host and play content. But their own FAQ states plainly that there is no dispatch equivalent. So for distribution to client LMS platforms it is not an option.
