Linqur vs scormPROXY
Both products do the same basic work: your content stays central and your client gets a small package pointing back to it, with licences and a validity period per client.

The difference is the delivery route. scormPROXY delivers SCORM only. WelcomeNext deliberately did not build in LTI and positions SCORM dispatch on its own site as an alternative to LTI. Linqur delivers SCORM and LTI from the same source, and converts between LTI 1.1 and LTI 1.3 Advantage in both directions.
If your client base only ever asks for SCORM, scormPROXY is a straightforward product with published rates. If LTI comes up, or questions about ISO certification, that is the moment Linqur fits.

The real difference: SCORM only, or LTI too
scormPROXY is built around connectors. You create a connector per product, assign it to a client with a number of licences and a duration, and the client loads it into their LMS. The content itself stays at WelcomeNext. That works anywhere SCORM works, which is almost everywhere.
WelcomeNext is clear that LTI is not part of the product. Their own site states that instead of LTI, scormPROXY uses a technology based on SCORM dispatchers, and there is a separate page positioning SCORM dispatch as an alternative to LTI. That is a choice, not an omission.
Linqur delivers the same content three ways: as a SCORM wrapper your client uploads, as a live LTI tool their LMS launches directly, and as a Magic Link for people without an LMS account. All three on the same source, so one update is live for everyone at once, whichever route they use.
Why it matters: ask yourself what you will need twelve months from now. If your clients run Moodle, Canvas, Brightspace, CAPP or PlusPort, the odds are good that someone will ask for a live LTI connection with grades coming back. If a SCORM upload covers you, the difference is academic.
LTI versions
An additional point for anyone who does work with LTI. Not every platform and not every vendor sits on the same LTI version. Linqur converts between LTI 1.1 and LTI 1.3 Advantage in both directions, server side, without altering the source content. This does not arise with scormPROXY, since LTI is not part of it.
Access without an LMS
Both products can do this. scormPROXY uses email invitations and public links, with scormPROXY itself as the playback environment. Built for clients who have no LMS of their own.
With Linqur this is Magic Link, and you can steer it more precisely: number of registrations, start and end date, allowed email domains and the status of the link. Per link you see progress, completion, score and last access.
Selling from a webshop
scormPROXY documents WordPress shortcodes for distributing content, and its API page mentions automating licence sales by connecting your website or online store. No specific webshop platform is named.
Linqur has a ready-made WooCommerce plug-in. Order placed, access granted automatically, no more voucher codes. One training provider who set this up removed roughly one day of manual work per week.
Hosting and certification
WelcomeNext is a Spanish company based in Madrid, running on Oracle Cloud. According to their own About us page the database sits in Frankfurt and the content servers sit in Germany, the United States, Brazil and Singapore. Their terms state that all personal data is hosted within the European Union, and an external data protection officer has been appointed. ISO 27001, ISO 9001 and SOC 2 do not appear on the pages we checked.
Linqur runs entirely on servers in an independent Dutch data centre and is ISO 27001 and ISO 9001 certified, for the platform and for the hosting infrastructure.
Why it matters: both keep personal data inside the EU, so this is not a GDPR argument. The difference starts to count when your client wants to see a certificate or wants to know which country the content itself sits in. That comes up as standard in public tenders and with large enterprise clients.
Cost and simplicity
scormPROXY publishes its rates, works on consumption billed in arrears, and charges nothing below a certain monthly threshold. That is refreshingly transparent and makes starting easy.
Linqur uses three models: consumption per registration, a credit bundle you buy at the start of the year and use for twelve months, and Enterprise with all add-ons included. You get a calculation based on your own volume rather than a rate card.
Fair point: if you want to work out your cost today without talking to anyone, scormPROXY does that better.
