scormPROXY alternatives: 5 options for SCORM distribution

Why people look for an alternative
scormPROXY does one thing and does it clearly: keep SCORM content central and deliver it to clients through connectors, with licences, durations and a customer portal. Pricing is online and below a certain threshold you pay nothing. For a training provider delivering SCORM only, it is a solid product.
In practice there are four reasons to look further, and the first is by far the most important.
A client asks for LTI. scormPROXY does not support LTI, and that is a choice rather than an omission: WelcomeNext publishes its own page positioning SCORM dispatch as an alternative to LTI. If your new client runs Moodle, Canvas or Brightspace and wants a live connection with grades coming back, scormPROXY stops there. This is why people end up on this page.
You have to show a certificate. WelcomeNext claims GDPR compliance and has an external data protection officer, but the pages we checked list no ISO 27001, ISO 9001 or SOC 2. In a public tender or a security questionnaire from a large client, that is a conversation you would rather not have.
You need cmi5, AICC or an LRS. None of the three is documented. A SCORM LRS is announced as “coming soon” on their own tools site, so that may change, but you cannot build on it today.
You are outgrowing the model. Version control with changelogs, multilingual variants of the same course, content analysis down to question level: none of that is included. At fifteen courses you will not miss it. At a hundred and fifty you will.
If none of this describes you, there is little reason to switch. Say that to yourself before you start a migration.
The four questions that decide it
Are you getting LTI requests, or do you expect them?
This is the fork. If your answer is "no, and that will not change", you can stop reading here. If it is "yes" or "maybe", scormPROXY drops out and the only question left is which alternative.
Do you have to answer compliance questions?
Ask about ISO 27001, where the content sits (not just the personal data), and whether a data processing agreement is ready.
What is your volume, and do you know it in advance?
Consumption models are comfortable when you do not know. Tier models where you commit upfront are not.
How much administration do you want to do yourself?
A portal where your client collects their own content makes little difference across ten clients and half an FTE across a hundred.
Five alternatives
1. Linqur
Full disclosure: this is our own product, and the name confusion is particularly relevant here. Linqur has a product called SCORM Proxy, which is not the same as scormPROXY by WelcomeNext. We wrote this page, so verify the rest of the list yourself.
Linqur is a Dutch integration hub for e-learning. You load your SCORM packages and LTI tools once and deliver them as a proxy wrapper (SCORM 1.2 or 2004), as a live LTI tool (1.1 or 1.3 Advantage, with AGS and NRPS), or as a Magic Link for people without an LMS. All three routes run on the same source.
Strong at: precisely the gap scormPROXY leaves open by design, namely LTI as a full route, plus version conversion between LTI 1.1 and 1.3 in both directions. Also: ISO 27001 and ISO 9001, all content on servers in an independent Dutch data centre, licences per client on user count, validity window and allowed domains, remote revocation, and a WooCommerce plug-in. Not for you if: you need cmi5 or AICC, want a built-in LRS, need to self-host, or want to work out your cost online today without a conversation. scormPROXY does that last one better. Model: consumption per registration where the tier is set afterwards based on actual usage, a credit bundle valid for twelve months, or Enterprise. Quoted per situation.
2. SCORM Dispatch (Aptitec)
scormPROXY’s closest peer: small, British, and it does one thing. Dispatch links for SCORM 1.2 and 2004, with permissions, expiry dates, revoking access and per-client reporting.
Strong at: the same simplicity as scormPROXY, with a published pricing model offering both monthly and annual plans. If you like scormPROXY but want to switch for another reason, this is the smallest step. Watch out: LTI is not documented, nor is an LRS, and the site says nothing about data centre location. The company is based in the United Kingdom, which is a separate consideration in GDPR conversations since Brexit. Does this move solve your LTI problem? No. Model: published, per licence per month or as an annual plan with overage.
3. SCORM Cloud Dispatch (Rustici Software)
The best-known product in this market, from the makers of the reference SCORM implementation. Dispatch as SCORM 1.2, LTI 1.1 through the interface and LTI 1.3 through the API, plus invitations for people without an LMS. An LRS per account is included and cmi5 is supported.
Strong at: breadth, and it is the only product on this list that also excels at testing and debugging SCORM packages. There is a free trial account. Watch out: the tier structure. You pick a monthly bundle of registrations upfront and pay per registration above it; if your volume fluctuates, you adjust that yourself every month. It also runs on AWS in the United States according to its own infrastructure page, with no documented European region. If European storage is why you chose scormPROXY, this is a step back. Model: published monthly tiers with overage above the bundle.
4. Content Controller (Rustici Software)
The heavier distribution product from the same makers, aimed at publishers with a large library. Accounts per client, licence limits with expiry dates and renewals, per-version changelogs, multilingual variants in one package, a Content Portal where clients download themselves, and the widest format range on this list: SCORM, AICC, cmi5, LTI 1.1 and 1.3.
Strong at: everything you outgrow with scormPROXY. Also available self-hosted or on-premise. Watch out: this is a considerable jump in weight and probably in price, though Rustici does not publish it. Hosting regions for the managed version are not documented. Model: not published, quote after a demo.
5. Rustici Engine with Dispatch (self-hosted)
Not a service but an engine you build into your own application, with Dispatch as the distribution module. Runs on your own servers, in the country of your choice.
Strong at: complete control over where the data sits, including a conformant LRS for xAPI and cmi5. Watch out: this is a build project, not a subscription. If you came to scormPROXY because you wanted something simple, this is the opposite of that. Model: term licence with initial and annual costs. Amounts not published.
One more thing about WelcomeNext
If you are leaving scormPROXY because you need something else, it is fair to mention that WelcomeNext has more products. scormPLAYER is a SCORM engine you embed in your own platform or portal, with a server-side API and a JavaScript API, as cloud or self-hosted. LTI is not mentioned there. If you want to play SCORM inside your own product rather than distribute it out to clients, that may be a better match than switching vendors.
When it really is about that one LTI client
This is the situation most people on this page are in, so it deserves its own section.
You have delivered SCORM for years and it works. Then one client says: we want it over LTI, because then we upload nothing and the grades land in our own gradebook. You have three ways out.
Say no to that client. Sometimes that is the right answer, if it stays at one client. Ask yourself how likely that is: LTI 1.3 Advantage is now the standard route on Moodle, Canvas, Brightspace, Blackboard and Schoology.
Replace your authoring tool. Moving from Articulate or Captivate to a tool that publishes LTI, such as Easygenerator or Genially. This sounds logical and rarely is. You move the hosting problem to your new authoring vendor, you hit your whole content team with a migration of existing courses and templates, and those tools are in practice less advanced in interaction and design. Licence cost is rarely the expensive part here.
Solve the LTI question in the distribution layer. You keep your authoring tool, you keep your SCORM workflow, and the layer that delivers your content turns it into an LTI tool. That is what Linqur and Content Controller both do. Your content team notices nothing, and you can deliver the same course as SCORM and as LTI to different clients at once.

Which one fits you
You need LTI, now or soon.
Linqur or Content Controller. SCORM Dispatch and scormPROXY drop out, and that is not a matter of negotiation.
You want to keep the simplicity and published rates but switch for another reason.
SCORM Dispatch is the smallest step. Bear in mind that it postpones your LTI question rather than answering it.
Your clients ask for ISO certification.
Linqur, or one of the Rustici products. Nothing is documented on this at WelcomeNext.
You want all your content to stay in the EU, not just the personal data.
Linqur, or self-hosted Rustici Engine where you decide.
You need cmi5, AICC or an LRS.
