Every customer runs a different LMS, and not every LMS reads the same standard. Pick your customer's platform below and you get whether SCORM or LTI works there, in which version, and which route fits. Nothing to fill in first.

Moodle and Totara read both SCORM 1.2 and SCORM 2004, and they speak LTI 1.1 and LTI 1.3 Advantage. Either route is open to you. LTI gives you the least maintenance, because the course loads live from Linqur and one update reaches every customer at once.
Recommended route. Connect through the LTI Provider Service. If the administrator prefers a file inside the LMS, SCORM Proxy works too.
Canvas is built around LTI and supports LTI 1.3 Advantage in full. SCORM support is limited, because there is no robust native player. A SCORM package is not the route you want here.

Brightspace supports both SCORM and LTI. With LTI the content stays in Linqur and you see per customer who completed what, which saves you admin work.
Recommended route. Use the LTI Provider Service.
Blackboard supports both SCORM and LTI. With an LTI connection the course loads straight from Linqur, so you never upload and track a package per customer.

Schoology supports both SCORM and LTI. LTI is the practical choice here, because you deliver one connection and keep versioning and reporting on your side.

In Sakai and Open edX, SCORM support depends on the installation and the plugins in use, so it is not something to count on. LTI works in both platforms.

SAP SuccessFactors reads SCORM 1.2 only, not SCORM 2004, plus AICC. There is no LTI. The Open Content Network runs on AICC and is open to partners only. Deliver a SCORM 2004 package here and the import fails.
Recommended route. Use SCORM Proxy with a SCORM 1.2 wrapper. The package inside SuccessFactors stays small and the course itself loads from Linqur.
Workday Learning reads SCORM and AICC, but has no LTI. An LTI connection is not an option here, however much you would want one.
Recommended route. Use SCORM Proxy.
Cornerstone is broad. It reads SCORM 1.2, SCORM 2004, AICC and xAPI, and it supports LTI 1.3 Advantage. So you get to choose here, and the choice is about administration rather than technology.
Recommended route. Pick the LTI Provider Service if you want to keep the content live from Linqur. Pick SCORM Proxy if the customer prefers a package in their own catalogue.
Google Classroom does not read SCORM. LTI is only available through the paid add-ons programme, so for most training providers that route drops out.
Recommended route. Use Magic Link. The learner opens the course through a direct link, without an LMS account, and you see progress in Linqur.
CAPP does not read SCORM and works with its own CAPP12 format. CAPP does support LTI, and that is the usable route here.
Recommended route. Use the LTI Provider Service.
Plusport supports both SCORM and LTI, so both routes are open. With LTI, versioning stays with you. With SCORM Proxy, the customer gets a package in their own environment that still pulls the course live.

Without an LMS there is no platform to launch a SCORM package or an LTI connection. That does not mean you cannot deliver. You just need something that starts the course itself and keeps track of progress.
Recommended route. Use Magic Link. Learners open the course through a personal link, without an account, and the results land in Linqur.
This shows up during migrations. The LMS has moved to LTI 1.3 Advantage while your tool still speaks LTI 1.1, or the other way around. The connection breaks, even though both sides are perfectly fine on their own.
Recommended route. Use the LTI Converter. It converts one LTI version into the other, in both directions, so you do not have to wait until the other party finishes migrating.
If your customer's LMS is not listed, we make no claim about it here. Ask the administrator whether the LMS supports LTI, and if so which version.
Recommended route. If the LMS supports LTI, the LTI Provider Service works. If it only reads SCORM, SCORM Proxy is the route. If it reads neither, Magic Link is what is left.
